Estonia Considers Home Delivery for Over-the-Counter Medicines (2026)

Estonia is considering a bold move: home delivery for over-the-counter medicines. This innovative idea, inspired by neighboring countries, aims to revolutionize healthcare accessibility. But here's where it gets controversial: is it a step towards a healthier society, or a slippery slope towards potential misuse?

Food delivery giants Bolt and Wolt, in collaboration with several ministries, are exploring the feasibility of courier services for over-the-counter medicines. Consumer surveys indicate a strong demand for this service, especially for quick access to pharmacy products.

"Our mission is to ensure these medicines reach people swiftly and securely," asserts Olari Püvi, head of Accelerate Estonia, a program participating in the analysis on behalf of the Ministry of Economic Affairs and Communications.

Nele Labi, deputy secretary general of the Ministry of Social Affairs, highlights the potential public health benefits. "Improved accessibility to over-the-counter medicines could curb the spread of infections by eliminating the need for sick individuals to visit pharmacies in person," Labi explains.

And this is the part most people miss: round-the-clock access to over-the-counter medicines without leaving home not only reduces the need for stockpiling but could also alleviate the strain on emergency medical services. Labi adds, "If we can make this work for over-the-counter medicines, we aim to extend it to prescription medicines in the future."

Accelerate Estonia is also analyzing a self-service pharmacy project, believing that enhanced access to essential over-the-counter medicines could ease the burden on emergency rooms and ambulance services.

The concept is already a reality in neighboring countries like Latvia and Lithuania. However, in Estonia, while distance selling of over-the-counter medicines is permitted, the Ministry of Economic Affairs acknowledges that current regulations lag behind the speed of real-time courier services. The Medicinal Products Act poses challenges, sometimes even prohibiting the widespread offering of such services.

"Our goal is not just to create a new delivery channel but to enhance access to essential medicines in situations where it's truly needed, like at night or when visiting a pharmacy is challenging. International experiences show this can be done safely with clear responsibilities and compliance with medicine handling requirements," Püvi emphasizes.

Bolt and Wolt, as cooperation partners, are contributing to the analysis and development of the service concept. Jaagup Jalakas, head of Bolt Food Estonia, states, "Bolt Food operates in 12 Estonian cities and is ready to provide fast and safe access to over-the-counter medicines in collaboration with pharmacies."

Mantas Lomsargas, head of Wolt in the Baltics, sees this as a natural progression. "Wolt has offered this service in many countries for years, and we've developed robust processes ensuring safety and compliance. These medicines are already accessible to Wolt customers in all our neighboring countries," he notes.

Concrete proposals for pilot projects and legislative changes will emerge from the ongoing analysis by the public and private sectors.

The idea has been discussed before in Estonia, but it lacked support from politicians and pharmacies.
